Regional Culture Care Australia (RCCA) is dedicated to developing the arts and cultures of care in Regional Australia. RCCA is a small organisation with strong capabilities in our core areas of expertise. We have developed wide collaborative networks and often work with partners to structure multi-disciplinary teams to meet the specific requirements of a project.

Based in Porepunkah in North-East Victoria, we have a deep understanding of the unique challenges facing creative communities in regional Australia. This local knowledge allows us to design tailored strategies that support the growth and sustainability of artistic endeavors in these areas.

At RCCA, we employ principles based on Enterprise Facilitation, emphasising community-led growth and sustainable development. By nurturing local creativity and supporting regional communities, we help cultivate thriving ecosystems where individuals and groups can flourish. Inspired by Makoto Fujimura’s Culture Care, our approach is to foster cultures of care—environments where generosity, creativity, and collaboration define the way forward. This philosophy is embedded in every project we undertake, empowering local communities to drive meaningful and lasting change.

Daniel A’Vard
Culture Care Leader

Daniel is the founder and director of Regional Culture Care Australia (RCCA), an organization dedicated to developing arts and fostering cultures of care across regional Australia. With over 10 years of experience as an environmental and socio-economic consultant, along with a Master of Fine Arts, Daniel has uniquely combined his passion for the arts with his deep understanding of sustainable community development.

With a background in both environmental consulting and the arts, Daniel has a unique ability to bridge these two fields, creating projects that benefit regional communities economically and creatively. He has developed strong partnerships with artists, arts organizations, and local governments, working collaboratively to support sustainable cultural development. Daniel’s leadership and vision have positioned him as a key figure in fostering thriving creative ecosystems throughout regional Australia.

Driven by the belief that art can be a catalyst for both creative and economic empowerment, Daniel is committed to transforming regional Australia into a vibrant ecosystem where community, creativity, and care intersect.

Steph Frobose
Project and Systems Manager

Steph is an accomplished leader with extensive experience in arts management, community development, and strategic project execution. With a Bachelor of Community Development and a deep commitment to fostering thriving, creative communities, Steph has been the director of an arts not-for-profit organisation where she successfully led numerous initiatives that supported artistic growth and community engagement. She is presently a freelance project manager and strategic consultant.

As an expert in strategy and project management, Stephanie excels at guiding organizations through complex challenges and ensuring impactful results. Her collaborative approach and ability to connect diverse stakeholders have made her a highly sought-after professional in both the arts and community sectors. Stephanie is passionate about driving meaningful change and empowering communities through creative and strategic solutions.
